Today A. Lukashenko has appointed S.V. Ablameyko as Rector of the Belarusian State University.
In view of the university staff, S.V. Ablameyko is a "person of the Academy" and his appointment is one of the steps aiming to establish control by the Academy of Sciences over the Belarusian State University. Presently, being an independent scientific organization BSU has a status of a leading university of the country under the Ministry of Education.
Furthermore, the president said that the "university should earn money by itself".
According to A.Lukashenko, now is precisely the right time to "do what we have always been afraid of and what we have never done". "It is not true that free economy and market relations are bad in terms of competition and realization of people's potential. These are them (in the West - BelaPAN) who have worked so that the market economy was killed and these notions were devaluated," the head of state declared.
"People don't really like being asked where the money comes from, so let's remove this problem and don't ask them," the president said.
A political prisoner have once again appeared in Belarus
A Belarusian youth activist Aliaxandar Barazenka was put in the pretrial detention center at Volodarskogo Street on Monday. The youth stands trial for taking part in a rally of entrepreneurs on 10 January. Let us remind you that the case was unofficially called "The process of fourteen". However, there were only thirteen people on the dock. A student of the Wroclaw university Aliaxandar Barazenka decided to stay in Poland and did not attend the trial.
The price of gas for Belarus will be some $200 in 2009
The price of Russian gas for Belarus will be some $200 in 2009 but may decrease in the second quarter due to falling oil prices, Aleksandr Surikov, the Russian ambassador in Belarus, told BelaPAN.
Belarusians took part in the European forum on development of e-democracy
The Europe Council Forum for the Future of Democracy devoted to e-democracy, on the theme "E-democracy, who dares?", was held in Madrid on 15-17 October. The Forum focused on the potential and changes in the use of Information and Communication Technologies (ICT) for strengthening and support of democracy.
The Forum was attended by Representatives of the 47 European countries (46 member states of the Council of Europe + Belarus (the last European country that is not a member of the Council)).
D.Medvedev: We have no weekends, Alexander Grigorievich
A meeting of presidents of Russia and Belarus Dmitry Medvedev and Alexander Lukashenko took place in the Meiendorf Castle, Moscow region, on October 25. "Your vision is very important to us because we are very closely tied to Russia's economy and financial system. On 25 October Belarus President Alexander Lukashenko will discuss in Moscow with Russian President Dmitry Medvedev devolvement of relations between the two countries. However Minsk politicians and experts are surprised with the fact that a meeting is to be held a week before a session of the Supreme State Council of the Union state, scheduled for November 3.
Czechia resumes official contacts with Belarus
First Deputy Foreign Minister Tomas Pojar arrived to Minsk on a working visit on October 24. The official bilateral relations between the countries have been suspended for six years. Czech Prime Minister Milos Zeman was the last Czech politician who visited Minsk in 2002.
IMF to visit Minsk for loan talks
An International Monetary Fund (IMF) mission within the next few days will start loan talks with Belarusian authorities, the head of the IMF Dominique Strauss-Kahn said in a statement. "The global financial crisis has adversely affected the Belarus economy and its access to external finance. At the same time, changing conditions in trade have negatively affected the country's balance of payments," the IMF statement says.
KGB is concerned over the global financial crisis
The Committee of State Security of Belarus is concerned over the global financial crisis, head of the center of information and public relations Valer Nadtachaeu said at a press conference in Minsk on October 22. "The world is like a crowded shared apartment, so we will hardly avoid some side effects. Time will show what effects we will face," Nadtachaeu said.
European Union introduced a “Blue Card”
EU member states agreed on 22 October on introduction of the so-called "Blue Card" scheme to attract high skilled migrant workers from developing countries in a bid to compete with the U.S. Green Card, the French EU Presidency said. The "Blue Card" will be valid for a maximum of four years.
Alexander Lukashenko: “All obstacles to dialogue with Europe have been removed”
"All obstacles to dialogue with Europe have been removed today," Belarus President Alexander Lukashenko told journalists on 20 October after a solemn ceremony of laying wreaths on the Yama memorial complex in Minsk. "We have a multi-vectoral policy. We are in the centre if Europe and this says it all. Therefore Europe is important for us," emphasized Lukashenko.
A. Rar: Lukashenko will visit Brussels soon
German political analyst, Director of Russia and Eurasia centre of the German Council on Foreign Policy Alexander Rar expects Belarus President Alexander Lukashenko to visit Brussels soon. The German political analyst expects that relations between EU and A. Lukashenko will develop similarly to the relations between EU and former Ukraine Prime-Minister Viktor Yanukovich.
EU would like to lower the cost of Schengen visas for citizens of Belarus
In the near future the EU will announce its decision to start negotiations on the agreement aimed at simplifying the visa regime and lowering the cost of Schengen visas for citizens of Belarus, a representative of the German foreign ministry told Belarusian reporters in Berlin on October 16. "There is no reason to treat Belarusian nationals differently from Ukrainians and Russians in terms of visa issuance, this contradicts common sense," the representative of the German foreign ministry declared.
EU suspended visa sanctions on Lukashenko and 35 officials
EU foreign ministers meeting in Luxembourg on 13 October suspended for six months EU entry restrictions on Belarus President Alexander Lukashenko and 35 Belarusian officials. The decision to freeze assets of 41 Belarusian officials remains in force.
The European parliament adopted resolution on Belarus
On October, 9 the European parliament adopted resolution on Belarus. 597 members of the parliament voted for acceptance of this document, 31 - against, 22 - abstained, the Press Service of the European Parliament informed BelaPAN. European deputies called upon European structures to continue the dialogue with Belarus, working up a "road map" for step-by-step cooperation, and also to review the restrictive measures. In particular it is suggested to suspend for six mounts the sanctions against Belarusian officials.
The South Ossetian Parliament has drawn up the documents and the application for joining the Union State of Russia and Belarus.
"South Ossetia's accession to the Union State of Russia and Belarus is virtually a done deal", considers South Ossetian parliamentary deputy speaker Yury Dzitstsoity.
Vladimir Putin offered the most precious thing to Minsk – the Russian ruble
Russian Prime Minister Vladimir Putin paid a working visit to Belarus where he first met with President Alexander Lukashenko and later with his Belarusian counterpart Sergei Sidorsky. Minsk hoped to agree with Moscow on granting a $2 billion loan and to discuss the issue of gas supplies in 2009. However these issues seem to have remained unresolved, in any case nothing has been said on the above issues after negotiations.
So far there is some certainty on one issue which became the main topic of public statements in Minsk. We talk about prospects of a currency union, the creation of which has been pushed by Russia for a number of years, in particular the transition to the Russian rouble in mutual settlements between the countries.
Dmitry Pavlichenko is not in command anymore
By a decision of the Belarusian interior minister Vladimir Naumov, Colonel Dmitry Pavlichenko has been removed from his position as commander of the special response group of the Ministry of the Interior. D. Pavlichenko is included in the list of Belarusian officials barred from travelling to the European Union and the United States. He is suspected of involvement in the disappearances of well-known Belarusian politicians and a journalist.
Elections in Belarus do not correspond to the democratic standards - OSCE
On 29 September Vice President of the OSCE Parliamentary Assembly and Special Co-ordinator of the OSCE short-term observers at the elections in Belarus Anne-Marie Lizin gave a press-conference on the process of conducting the elections to the Belarus Parliament. She said that the promises to ensure transparency of the vote count were not fulfilled. The mission's report says that the vote count procedure was assessed as "bad" or "very bad" in 48% of polling stations visited. Besides, at the polling stations where observation was possible, a number of forgeries were noted, in 35% of cases OSCE observers were denied to or hindered from observing the vote count.
On 25 September the press service of the head of the Belarusian state informed that letters, addressed to Alexander Lukashenko, "have been received with personal appeals by presidents of Abkhazia and South Ossetia Sergei Bagapsh and Eduard Kokoity with a request to recognise the independence of their republics by Belarus".
Students are record holders in early voting
The authorities use early voting as one of the main ways of rigging the election results. "The most outrageous fact" was recorded in Kolosovsky constituency No. 106 where Sergei Kalyakin runs. On the first day of early voting polling station No. 528 registered 39% turnout. A similar situation was registered at polling station No. 526. Both stations are located in dormitories of the Belarusian State Polytechnic University, with most of their voters being students.
Lukashenko and Solana had a telephone talk
A telephone conversation of the President of the Republic of Belarus Alexander Lukashenko with EU High Representative for the Common Foreign and Security Policy Javier Solana was held on 24 September. The conversation touched upon a range of issues concerning the development of the political situation in Belarus and a whole range of issues pertaining to Belarus-EU co-operation.
Belarus has developed one of the best investment legislations in Europe, President of Belarus Alexander Lukashenko said in an interview for the West-European mass media.
"No one can deny that English and German people live much better than Belarusians. Then why should we give you our companies for free? You are rich. Pay for it to allow our people live better."
A. Lukashenko will not allow opposition to organize the ‘second Maidan’
Belarus President Alexander Lukashenko demanded that law enforcement bodies ensure full order during the parliamentary elections. He declared that no one would be allowed to shake up the situation in the country. On the eve of the parliamentary elections the police has passed to the strengthened mode of service.
Lukashenko will not talk to the West if the election results are not recognized
If the West does not recognize the results of parliamentary elections in Belarus even this time and they turn to be "undemocratic" in Western politicians' view, Belarusian authorities will break off all talks with them, Alexander Lukashenko told journalists today in Orsha. In so doing, he noted that it was not his intention to push forward opposition candidates into parliament artificially.
Five MP candidates, members of the United Civil Party (UCP), have stopped running in the election campaign. Among these ‘five' are Stanislau Bahdankevich, Valyantina Palevikova, Hanna Yahorava, Katsyaryna Malasaeva and Alyaksandr Dabravolski. On 16 September UCP members submitted an ultimatum to the Central Election Commission in view of impossibility to publish canvassing materials of their candidates.
Belarusians will be asked to ‘go Dutch’ for the NPP construction
The National Academy of Sciences suggests to declare building NPP in the country as "people's construction". "We have measured to what extent the people are prepared to invest their financial means in the construction of NPP," reported Mikhail Khurs, a senior researcher at the sociology institute under the National Academy of Sciences, pointing out that the number of those who agree represents "quite a serious figure of 49%".
UK Ambassador called to take seriously A. Lukashenko’s statements
If the elections proceed in line with international standards, there is a real opportunity for a breakthrough in relations between Belarus and the European Union, Ambassador of the United Kingdom to Belarus Nigel Gould-Davies told a news conference in Minsk on Wednesday. The Ambassador also called upon all those "who are responsible for decision-making at all levels to take seriously" the statements made by the country's leadership, in particular, by President Lukashenko about the intentions to conduct the elections in a highly open and transparent way.
